User is not able to close few sales order which are very old and linked to POs (mostly third party)

Understand that user are not able to close old open sales order. Reason for this issue is all are linked to purchase orders (third party). Analyzed all the sales orders and corresponding purchase orders and specified how close those. Please find below spread sheet for details.
